PLANNING BOARD
WORK SHOP MEETING HELD
DECEMBER 21, 2005
Chairman Giordano called the meeting to order at
7: 40 p.m.
and asked for roll call.
ROLL CALL
PRESENT:
Mr. Tolley, Mayor Krieg, Mr. Pierson, Mrs. Link, Mr. Mountain, Chairman Giordano
ABSENT:
Mr. D’Emidio
Others present:
Tom Lemanowicz, P.E., John Aubin. Environmentalist, Ed Buzak, Esq.,
Duggan Kimball, P.P.
The
Chairman led the flag salute and announced that adequate notice of the meeting
had been given.
APPLICATIONS
PB-05-04;
MILLWARD, Alan and Janet: Sweeney, Esq. represented the applicant.
Believs that the reguls do not apply but have met the stormwater
management structures meets the regulations dated February 2004.
Mr. Lemanowicz said application fell under RSIS and Stormwater management
regs of 04 but there were discrepancies on ruoff calculations suspended solids
removal, regulations do apply but the the proposal does not meet.
Mr. Buzak said the applicant had the right to challenge that.
Mr.
Spillane presented Ex, A-13 revised plans dated 11-30-05, said the property was
set back 25 foot from adjoining property, using a 6 inch berm to control water
diverting the water. The water
draining from the roof leaders goes into separte drywells. Stormwater management
was discussed. 80% of total
suspended solids presented Exhib
A-14, multiple sheets drainage calculation report dated
December 15, 2005

Flowguard filter product name. Will be used.
A filte gets inserted and puled out to be cleaned.
The
mayor questioned erosion of the earthen berm and the plows taking it away.
Mr Spillane there is nothing to keep the plows from taking it away and
the homeowner is responsible for maintaining .
The Board was concerned with usage of the filter and maintenance.
Mr. Mountain asked about the differences between spillane and Lemanowicz.
Mr. Tolley askea bout alternatives for the drainage presented, felt it
was narrow and impractcle. Chairman
Giordano was concerned with the ability of the the homeowern to property
maintain and dispose of the filter. Collected
EPA Classification II hazardous waste. The
property was a backlands lot which if all property were located in Mendham Twp
would nto be allowed. Concerned
about the placement of driveway. Alternate,
passive means to control water were discussed.
Mr. Spillane said a grass swale could be used he said best to do nothing
and work with the topography of the land.

Mayor asked abou the backland ordinance and relationship of
driveways distance between te distance is not there don’t like ot have two
driveway right next to each other.

Chairman Giordano open the meeting to the pulbic to question
Mr. Spillane.

asked about the catch basin and its ability to accommodate a 100 year storm.
Mr. Spillane said gave its dimensions
Mike Madalian, asked about the location of the leach field in
relation to the street and drywell.
Mr. Tolley asked about the creation of flag lot, Board felt
the project was a
Randolph
project.
Mr. Lemanowicz said ther was no information that the drywells
were sufficient size.
The meeting was adjourned at
11:50 p.m.
